Singapore Changi (SIN) processes inbound and outbound pets through its Animal & Plant Quarantine Station near the cargo complex, separate from the passenger terminal. Pets cannot use the passenger terminal's indoor or outdoor public areas because Singapore's Animal & Veterinary Service requires all pets to be received at the cargo complex, complete an inspection, and either continue to a Singapore-approved boarding facility for quarantine or transfer to an outbound flight without entering the passenger area. Service dogs accompanying passengers with disabilities are processed separately and may use the outdoor curb at Terminal 1, 2, 3, or 4 with airport staff assistance.
