Tokyo Haneda (HND) maintains an Animal Quarantine Service office near the international cargo complex that handles all inbound and outbound pet shipments. Service dogs accompanying passengers with disabilities can use outdoor relief areas at Terminals 1, 2, and 3 with airport staff assistance. Cabin pets are not permitted on most Japanese-domiciled carriers (JAL, ANA) on international flights because Japan requires almost all pets to be processed by the Animal Quarantine Service, which is separate from the passenger terminal.
